This scene is captured in the old spice market in Delhi, India.

As far I as know there is no “new spice market” - it’s just that this one has been around for a long time.

We are looking one floor above street level where the chaos above mirrors the chaos below. The signage, the men holding court behind the maze of wires wrapped around the building speak to what it feels like in India’s largest cities. There seem to be few rules and no one around to enforce them if there were rules.

During my time in the country I rarely saw police activity. When I did see police officers in uniform they appeared to be standing watch and not doing anything to create a sense of order.
